Working in Systems: The Landscapes Framework

This paper offers a framework to improve the selection of tools and practices that lead to effective collaboration.

In public services we often have to collaborate with others to achieve what we want. The current interest is in mergers, consortia and alliances between organisations. Public service professionals are experienced in using tools and methodologies to support collaboration – and sometimes disappointed when they deliver less than expected. The Landscapes Framework offers a way of thinking about different environments, each of which calls for a different set of tactics to get things done.

This is the second in CIHM’s Whole Systems Working papers series. Bother papers have been written by CIHM Associates, Pat Gordon, Diane Plamping and Julian Pratt, who have over 15 years experience of putting ideas of working in systems into practice.
